Recency decay (20%) — awards in last 12mo weighted 1.0, decaying to 0.2 at 36mo ·
NAICS fit vs. this opp (20%) — exact NAICS match = 100, 4-digit prefix = 60, 3-digit = 30 ·
Sub-agency affinity (15%) — have they won together at this opp’s sub-agency? ·
Size-tier fit (5%) — for small-biz set-asides, non-watchlist subs boosted as SB candidates.
